【摘要】:Thistechnicalreportoutlinesthewayinwhichelectricityisnowdescribedasaproduct.Particularly,inEuropeandseveralotherareas,forexampleBrazilandArgentina,aswellasinsomestatesintheUnitedStatesofAmerica.Itis,however,ratherauniqueproductbecauseofitsintangibleandtransientnature.Strictly,itisaproductthatexistsonlyforaninstantatagivenpointofdelivery,comesintoexistenceatthesameinstantatwhichitisbeingusedandisreplacedimmediatelybyanewproductwithratherdifferentcharacteristics.Itscharacteristicsaredifferentateachseparatepointofdelivery.Moreover,itisaproductwhosequalitydependsnotonlyontheelementsthatgointoitsproduction,butalsointhewayinwhichitisbeingusedatanyinstantbytheequipmentofmultipleusers.Therefore,thequalitycontrolthatispossibleformoretangibleandconcreteproductsisnotapplicableinthecaseofelectricity.Allthatcanbeattemptedissomecontroloftheconditionsunderwhichitisproduced,transmittedanddistributedandthoseunderwhichitisused.Inparticular,thecapacityofutilisationequipmenttoimpingeonthequalityofelectricity,includingthatdeliveredtootherequipment,mustberecognized.Electricalequipmenthasbecomeincreasinglycomplexintermsofthefunctionsitfulfilsandthewayinwhichitinteractswithotherelectricalequipment.Frequently,thatinteractiontakesplacethroughthemediumoftheelectricitynetwork,whichisthecommonenergysourceforalltheequipment.Itarisesbecausethenetwork,intendedtobeacommonenergysource,alsoprovidesaconductingpathinterlinkingallequipment.Ineffect,theelectromagneticphenomenaarisingfromthebehaviourofutilisationequipmentaresuperimposedontheothercharacteristicsoftheelectricitysupply,andbecomepartoftheproductthatisdeliveredtothesystemuser.Theyarejoinedalsobyphenomenaarisingfromatmosphericandotherexternaleventsandfromtheintrinsicresponseofalargeelectricitysystemtosuchevents.
